The Ministry of Culture of Ukraine and Mastercard Sign Memorandum to Advance Digitalization of Cultural Services
March 11, 2026The Ministry of Culture of Ukraine and global technology company Mastercard have signed a Memorandum of Understanding at a meeting attended by Ailish Campbell, Executive Vice President of Public Sector at Mastercard. This document outlines a framework for cooperation aimed at expanding access to culture, supporting the creative economy, and strengthening digital security.
"Public-private partnership today is shaping a new development model in which culture, economy, and technology work together. Our goal is to make visiting museums, theaters, and cultural events more convenient, safer, and more accessible for everyone. Cooperation with technology companies allows us to progress in this direction at a faster pace," said Tetiana Berezhna, Deputy Prime Minister for Humanitarian Policy – Minister of Culture of Ukraine.
She thanked Mastercard for its support of Ukraine since the first days of the full-scale war and for its contribution to strengthening the country's financial and digital resilience. The minister also emphasized that the signing of the memorandum continues Mastercard’s systematic cooperation with the Ukrainian Government as part of a comprehensive digital country partnership.
The areas of cooperation between the Ministry of Culture of Ukraine and Mastercard include:
- Modernizing payment and ticketing solutions for visitors to cultural institutions and heritage sites, particularly by expanding the acceptance of cashless payments with a focus on accessibility, inclusivity, and transparency.
- Supporting small and medium-sized enterprises and individual producers working in folk arts and crafts, as well as the broader cultural and creative industries, by expanding their access to the digital economy and digital commerce tools.
- Cybersecurity and digital resilience initiatives for the cultural sector, aimed at strengthening the protection of digital systems and payment environments used by cultural institutions.

This initiative aims to accelerate Ukraine’s digital agenda by leveraging Mastercard's expertise in payments innovation, digital infrastructure, and cybersecurity solutions.
For 30 years, Mastercard has been supporting Ukraine's digital development, working with the government, businesses, and financial institutions. In November 2025, the company signed a Memorandum of Understanding with the Government of Ukraine, establishing a strategic partnership to advance the country's digitalization.
