Coalition of tech, telco and finance leaders joins forces to bolster industry collaboration and digital resilience in Indonesia

Indosat Ooredoo Hutchison (Indosat or IOH) and Mastercard, along with AFTECH today announced the launch of Indonesia Chapter of the Global Anti Scam Alliance (GASA). This strategic initiative marks a major step forward in collective efforts to tackle the country’s escalating digital scams. This is the second GASA chapter launched in Southeast Asia, following the establishment of the Singapore chapter last year.

GASA is a leading international non-profit organization dedicated to bringing together stakeholders across sectors, including government bodies, tech platforms, financial institutions, consumer protection groups, and civil society, to tackle online scams and fraud through collaboration, education, and research.

With the theme “Securing trust, enabling growth”, the GASA Indonesia chapter brings together a powerful coalition of founding members. The chapter will be led by Indosat as the inaugural Chair and Mastercard and AFTECH serving as Vice-Chairs, with leading organizations including DANA, Google, GSMA, Meta, Shopee and Tech for Good Institute joining this coalition.

As one of Asia’s fastest-growing digital economies, Indonesia is both dynamic and vulnerable. According to GASA’s 2024 Asia Scam Report, 65 percent of Indonesians experience scam attempts every week, ranging from phishing texts and fake job offers to investment fraud.

The launch of the GASA Indonesia chapter is a strategic response to tackle this escalating threat head-on. Scams have become a pervasive issue impacting consumers, businesses, and institutions alike, making cross-sector collaboration more urgent than ever. The chapter will focus on intelligence sharing across industries, public education campaigns, and policy innovation to strengthen digital trust and safety.

A key mission of GASA Indonesia is to build a private sector coalition that works closely with the Ministry of Communication and Digital Affairs (Komdigi), the Financial Service Authority (OJK), and other relevant institutions, ensuring strong public-private synergy in combating scams.

The establishment of the Indonesia chapter of GASA was driven by the shared commitment of Indosat and Mastercard to unite public and private sector stakeholders in addressing the growing threat of cybercrime. As founding members, both organizations bring a strong track record of collaboration in innovation, industry partnerships, and education. Mastercard, a global foundation member of GASA and advisor for Southeast Asia, played a key role in initiating the chapter in Indonesia. Indosat, through its extensive network, AI capabilities, and focus on digital inclusion, is actively supporting on-the-ground efforts to protect Indonesians from scams and spam. The chapter is open to broader participation and collaboration to advance GASA’s mission in Indonesia.

Friderica Widyasari Dewi, Chief Executive of Financial Services Business Conduct Supervision, Financial Literacy, and Consumer Protection, Financial Service Authority, stated: “OJK welcomes the establishment of the GASA Indonesia chapter as a strategic initiative aligned with our mission through the Indonesia Anti-Scam Centre (IASC) to strengthen cross-sector collaboration in tackling scam and enhancing consumer protection.”

Reski Damayanti, Chief Legal & Regulatory Officer of Indosat Ooredoo Hutchison and Chair of GASA Indonesia, stated: “Scams are no longer isolated incidents—they have become a systemic threat. We believe we have a collective responsibility to act decisively. This chapter represents a united front, bringing together industry, government, and civil society to protect the public and restore trust. Indosat is proud to contribute our leadership to this movement, in line with our larger purpose of empowering Indonesia.”

Aileen Goh, country manager, Indonesia, Mastercard and vice-chair of GASA Indonesia, said: “The launch of the GASA Indonesia chapter brings together the best of global and local expertise to fight digital scams by building on the collective experience of all members. This coalition serves as a vital bridge connecting Indonesia to a global network of anti-scam alliances, uniting organizations across sectors to share intelligence, best practices, and driving collective action. At Mastercard, we believe that no one can build and secure a digital economy alone, which is why Mastercard actively champions industry collaboration across the region. The Indonesia chapter is a natural extension of the organization’s ongoing commitment, and Mastercard is honored to contribute as Vice-Chair, working closely with other members to strengthen digital trust and protect consumers in Indonesia.”

Firlie H. Ganinduto, Vice-Chair of GASA Indonesia, Secretary General of AFTECH, said: “Indonesia’s digital ecosystem is expanding rapidly, bringing vast opportunities for innovation and inclusion. But to sustain this growth, we must build a strong digital infrastructure—and that begins with digital trust. Without protecting people from scams, digital trust simply cannot exist. Creating a trusted digital ecosystem requires collaboration across all sectors. Government, industry, academia, and civil society must work together under the quad helix model. At the same time, we need international cooperation, as scams know no borders and demand a global response. As scams are a serious threat for digital finance and digital ecosystem, AFTECH is currently working with multiple stakeholders to support prevention initiatives, including through the development of fraud identification system. The launch of the GASA Indonesia Chapter is a vital step forward. By reducing scams, we foster trust—and with trust, we enable Indonesia’s digital economy to flourish in a safe, inclusive, and sustainable way.”

Jorij Abraham, Managing Director, Global Anti Scam Alliance, added: “Indonesia plays a pivotal role in Southeast Asia’s digital economy and is one of the most dynamic markets in the world. As scams grow in scale and sophistication, building trusted ecosystems for consumer protection becomes even more critical. We are proud to launch the Indonesia chapter of GASA and extend our deepest thanks to our national chairs – Indosat, Mastercard & AFTech – for their leadership, passion, and commitment to this mission. Together, we will build stronger, safer communities online.”

GASA Indonesia Chapter Activities

By joining GASA, Indonesia becomes part of a global network of leading public, private, and international organizations working together to combat scams and strengthen consumer protection. This positions Indonesia as a regional leader in the fight against digital fraud, while showcasing its commitment to cross-sector collaboration and a safer digital future.

The GASA Indonesia chapter will undertake efforts to promote national consumer protection, including anti-scam education and awareness campaigns, research, and fostering greater collaboration among public and private cross-sectors against scams.

A key initiative that GASA Indonesia is currently driving is research on the ‘State of Scams in Indonesia’.  The research will provide new insights into the local threat landscape, consumer vulnerabilities, and evolving scam tactics, equipping stakeholders across sectors with the knowledge needed to shape effective prevention strategies.

The alliance is now welcoming additional members. Interested organizations can apply to join the coalition via the official page: Indonesia Chapter | Global Anti-Scam Alliance (GASA)
